All Editor : analog to digital MP3?

Will this software, all editor, be able to record my analog tape from my tape player and convert it to a digital MP3 file?  Can I then manipulate that file to make the lead guitar stand out more?  Will I need an updated driver for my sound card to make this work?
Currently I have my tape player "line in" to my computer sound card and can play tapes through my computer speakers.  I try to use sound recorder (standard with Windows 98) but it won't record.  I have a tape of my deceased dad in a band and I would like to get this into digital format for preservation and copying to my sisters. Please help and advise me if you can.

You must choose the correct recording control. Click Menu Play&Recorder-->Record volume Control. In the coming window, choose stereo mix box on. If there is no stereo mix, in the recording control, click property menu, click property submenu, then you will see the full control list. Find stereo mix control there and check it on. You will see stereo mix control appears in your recording panel. If there is no "stereo mix" , please check other control on and try them. There should have at least on control acting like stereo mix.
