Nico's Viewer Pro lets you view graphical images in BMP, BIF, GIF, JPEG, PCX, PNG, TGA or TIFF format and lets you browse through the pages of a multi-page TIFF file. From the Edit menu you can copy the image to the clipboard, for use in other programs. You can also do basic manipulations.
